Complexo da Penha
A cluster of communities in Rio de Janeiro's North Zone immediately adjacent to the Complexo do Alemão, sharing much of its history and security dynamics.

Geography and setting
The Complexo da Penha occupies a range of hills in the North Zone immediately adjacent to the Complexo do Alemão. The two complexes are often treated together in security operations and frequently discussed in the press as the Complexo do Alemão-Penha.
History
Settlement consolidated through the mid-twentieth century. The complex was a beneficiary of Favela-Bairro and PAC investments. A UPP was installed in 2012 and operated until the broader program deteriorated after 2017.
Vila Cruzeiro, the most prominent of the component communities, became internationally known after a June 2007 federal-state police operation that resulted in multiple deaths and that contributed to the policy environment that led to the 2008 launch of the UPP program. Subsequent operations in 2022 and 2023 produced further multiple casualties.

Economy and infrastructure
The complex has developed local commerce and high penetration of water and electricity. Sewerage and waste-collection gaps are persistent.
Public security
The Complexo da Penha has been understood by federal authorities and the Brazilian press as territorialized by the Comando Vermelho. Large-scale police operations have recurred through the 2010s and 2020s. The complex is one of the principal sites cited in ADPF 635 jurisprudence on the limits of lethal policing in Rio favelas.
Culture and notable residents
The complex hosts cultural and community-organizing projects, including local funk and samba traditions and several residents-led media initiatives.
